Follow-up to the NemoClaw 10->1 consolidation (#288/#287). Adds the new consolidated nemoclaw-user-guide skill to the nvidia-skills plugin (it replaced nemoclaw-user-get-started, which was removed during consolidation) and regenerates the plugin catalog.
