This PR makes
wallabag-clia normal Python package that can bepip install'ed (and indeed it includes a Github Action that will actually push it to PyPI on a successful release).At the moment this is all running over on my fork; I'm happy to keep it there since this seems to be abandoned, but in case you're interested in merging this and taking the reins, I will happily transfer the PyPI package back over to you :)
