Adds a banner image for the NeuroDataReHack 2027 event page and sets it as the page's
image.The banner reuses the 2026 design (glowing brain, network plexus, dark-blue background), with the title year and date line updated to July 18-24, 2027. The subtitle and location are unchanged.
This is a follow-up to #168 (now merged), which created the page without a banner. It touches the front matter
