Summary

• Add a non-blocking environment readiness summary to the existing onboarding completion step.
• Check the selected runtime path instead of reviving the old standalone first-run setup wizard from PR Interactive First-Run Setup Wizard #144.
• Surface Codex/Claude auth readiness, CLI availability, and memory database readiness with localized English and French copy.
• Add a focused regression test for the Codex readiness path.

Validation

• npm test -- CompletionStep.test.tsx OnboardingWizard.test.tsx
• npm run typecheck
• npm run lint completed with exit 0; it still reports pre-existing repository warnings outside this change.
• git diff --check

Notes

This keeps setup behavior inside the current onboarding/runtime-profile architecture and avoids adding a second setup wizard or new setup IPC namespace.
