Migration script to fix the unece code is provided. Re-order data/unece.xml to be consistent with uom/data/uom_data.xml
I kept the migration script that fix the UNECE code for kilometer and renamed it to 17.0.1.0.0 because some DB that migrate without going through 16.0.1.2.0 would not have the fix.
Remove noupdate=0 in the XML file because it is meaningless, as we don't add records
