Rescued WIP from the local checkout (predates the history recut). Adds a review-spec step suppressing test-harness taste nits: a test finding is only worth raising when the test can pass while the product bug remains, asserts wrong behavior, drops real coverage, is flaky-by-construction, or hides test-only branching in production paths. Renumbers the following steps; a test pins the wording into the prompt.
