Background
The Octopus upgrade tests attempt to simulate various scenarios by creating an older version number than the current version. It does this for each of the major, minor and patch portions of the version.
When one of these values is 0 (e.g. 9.0.3596), we can't create a version that has a lower minor version.
Moving the minor version to 1 will resolve the issue.
Resolves #1181
