Oxygen project file created, the delays and cancellations example extended
- added VehicleMode to PT SCOPE - added FleetScopeGroup filtering capability to every indicator - added CONTEXTUAL INDICATOR frame, indicators, service layer elements (Request, Discovery, Discovery Delivery)
