The
NULL_INDEXshould have been changed to province number.All conversions between index and number are now handled by the ProvinceDefinition, no more +/- 1 yourself.
Vectors are wrapped as TypedSpans for type safety and to reduce
type_safe::get(x).Cases where index or number were used incorrectly are fixed.
