Pass CROSS_COMPILE through the runcpu environment, build the x264 input generator on the host, and preprocess x264 bitstreams before runsetup. Populate x264 run directories with the generated inputs and synthesize x264 command lists when speccmds.cmd is absent. Map 625.x264_s refspeed to the 525.x264_r refrate control/data set.
