I give these hats a solid 'Hold your horses!' The colors and designs are nice. No hats seem to be missing from any heads. Sadly, none of the cowboy hats (not even the ones that existed before this PR) fit quite right on Kidan heads. Would you do us the honor of making the very first Kidan-fitting cowboy hats? |

Recolored the cargo hat emblem, thanks for the suggestion. The engie hat tho i think is better as is since yellow is a part of the engie color scheme and still shows up in a few clothing items like the high vis vest, the engie armband, and the hardhat, so I think it'd be nice to have a little more of it among the clothing options, plus the emblem is a lightning bolt, so I'm gonna see what review thinks of it. |

What Does This PR Do
Completes the set of departmental cowboy hats by adding medical, engineering, research, supply, and command cowboy hats, available in the loadout menu, head of staff garment bags, and departmental clothing vendors. Also adjusts the fit of all cowboy hats for kidans.
Why It's Good For The Game
More drip good. Hats should actually be on everyone's head.

Testing
Made sure I could pick the hats in the loadout menu, made sure they showed up in vendors, made sure they showed up in garment bags and the captain's wardrobe, made sure they worked on humans and the species that need special cowboy hat sprites. Wore a cowboy hat as a kidan, looked left and right, saw that it was on my head properly instead of being too far forward.
