policyengine.org/us/* serves this app through a multizone rewrite, but the destination wasn't rendering the PolicyEngine site header/footer. Wrap the existing layout with PolicyEngineShell so the PE nav + footer wrap the tool's own UI. Adds @policyengine/ui-kit ^0.12.0 dependency. The auto-generated wrap put analytics Scripts and the SEO noscript
inside <PolicyEngineShell>. Move them back to the body root so the
shell only wraps {children}, matching the Coverage-Compass pattern.

<PolicyEngineShell country="us">from@policyengine/ui-kit ^0.12.0so policyengine.org/us/* renders the PolicyEngine site header + footer around this tool. Adds the ui-kit dependency. Layout edit is mechanical and idempotent.
