feat: document fulcrum data warehouse source

Changes

Adds the user-facing doc for the Fulcrum (Spatial Networks) data warehouse source, following the canonical source-doc template (shared snippets, <SourceParameters /> + <SourceTables />, alpha-release callout).

Companion to the source implementation in PostHog/posthog#67839.

sourceId: Fulcrum matches the ExternalDataSourceType value, and the filename/slug matches the source's docsUrl (/docs/cdp/sources/fulcrum), so <SourceParameters /> and <SourceTables /> render from the public_source_configs API. manage.py audit_source_docs reports fulcrum as consistent.
