What
This PR adds a new labware definition for a 3D-printed OpenTrons 24-well tube rack with a shorter stand height:
New helper/definition: opentrons_24_tuberack_generic_1point5ml_snapcap_short(...)
Intended for 1.5 mL snap-cap tubes in a 24-well format
Why
The shorter stand improves deck clearance versus the default rack, particularly when using certain OT modules, and/or 1000 µL tips where vertical clearance can be tight.
