Add pure Python waitlist simulator

Summary

• add a pure-Python pywaitlist package that loads the historical CSV inputs and reproduces the waitlist simulation without relying on R or external dependencies
• provide a run_analysis.py entry point plus README instructions so the analysis can be executed locally and emit breach/waitlist summaries
• check in the generated Python outputs to document the new baseline results
