Deduplicate validation logic and decompose to target specific variables

Create validateParameters.R to hold logic for validation

I am not changing the method signatures that exist, but deduplicating logic by creating targeted functions.

My desired result would be to actually delete validateForestParameters as well as validateDiscoveryParameters and drop in the targeted validation
