This PR changes the default behavior of Genesis initialization by enabling performance_mode by default in the package entrypoint (genesis/__init__.py), which impacts global runtime configuration (notably dynamic vs static Quadrants array mode).
Changes:
- Set

reviewed and approved, flips the default to static array mode which matches what we already run and the opt out is still there
