Region subtags are 2-letter or 3-digit codes; script subtags (Hant, Hans, Latn, etc.) are always 4 letters. The previous fallback regex treated both the same way, which could uppercase a bare script tag into an invalid locale (e.g. sr-latn -> sr-LATN). Restricts the fallback to actual region-code shapes and adds test coverage for script-subtag inputs. Addresses review feedback on RocketChat#41813.
