[RCN] Add sponsor and billing details to funding directory
Summary
The funding directory identifies funding status but does not show which organizations are already supporting each initiative or where prospective funders should start billing coordination. This change adds linked sponsor logos beneath status tables, adds an inline billing contact or documented billing route for every opportunity that is not fully funded, and documents maintenance and contribution-coordination funding for Tokio, Symposium, Wild, cargo-nextest, rustls, and Hyperium. It uses local copies of official sponsor assets so recognition remains stable and adds lightweight theme styling to keep the logos legible across mdBook color schemes.
