The package collection feature has not been working for a long time. Users should now use the Swift Package Index collection instead at https://swiftpackageindex.com/SAP/collection.json Changes: - Remove GitHub Actions workflow for generating signed collection - Delete packages.json and collection-signed.json files - Update README to point to Swift Package Index collection URL
