Added Hover menu on Version History Pop-out

Description

Added a hover menu for allowing someone to reply or delete a specific edit of a message
The former is useful when pointing out how someone has said sth different before and the latter for when you want to censor information but keep the event.

Currently per standard homeserver implementations have it so redacting the root event redacts all the edit events (at least as far as i am aware) so deleting the very original version deletes the message entirely
