Overview
Updates MI355X Qwen3.5 FP4 single-node SGLang benchmarks (qwen3.5-fp4-mi355x-sglang and -mtp) to a newer ROCm image (v0.5.13-rocm720-mi35x-20260612, from v0.5.12.post1-20260604) in .github/configs/amd-master.yaml.

Both qwen3.5_fp4_mi355x.sh and qwen3.5_fp4_mi355x_mtp.sh now export AITER_FLYDSL_FORCE=1 alongside the existing AITER env vars so runs match the intended kernel path on the bumped stack. perf-changelog.yaml records the image and env change for those config keys.
