Updates the GitHub bug report issue template so reporters provide more structured, consistently labeled information.

Mandatory sections now include a one-line Summary, Environment (firmware vs desktop with commit/release, board revision, or OS), Steps to reproduce, Expected Result, and a new Actual Result. Optional sections add Impact, Screenshots/Attachments, and Additional Notes (root cause and workaround), replacing the older “describe the bug / expected behavior / screenshots / additional context” layout.
