Description of Problem/Feature:
project upgrade script needs to be updated to latest slc cli use case
Description of Fix/Solution:
Updated to use --sdk-package-path, removed the need to specify version ( not supported anymore)
Testing Done:
Create a lightign project in v2.9.0 , build
Upgraded to v2.9.1 and build Success.
