This is a super scary PR and the server also needs to be updated to use the local FlatBuffers library since the Maven repo is not updated. Targets FlatBuffers v25.12.19 and uses the source code for TypeScript and Java instead of the published packages since they aren't updated.
tl;dr: This PR updates FlatBuffers and removes reliance on the FlatBuffers packages, using the source directly.
