Preserve compiler-level syntax validation

For generated agent content that parses as an AST but is invalid at module compile/import time, such as a top-level return, break, continue, or nonlocal, this now returns success and can write an agent file that later fails to import. ast.parse() only checks grammar-level parsing, while the previous validation rejected these SyntaxErrors before writing the generated agent, so this weakens the guard for malformed LLM output.
