Summary

Prepare GraphQOMB v0.4.1 for release.

Changes

• add the v0.4.1 changelog section for the Stim Clifford parser and importer integration
• bump the package version from 0.4.0 to 0.4.1
• update the lockfile package metadata to 0.4.1

Impact

This patch release publishes the Stim Clifford parser introduced since v0.4.0 and the corresponding Stim circuit import normalization.
