Initial commit of new branch off master instead of attempting to merge >100 commits with conflicts.
Essentially just took all of what was on experiments/will-actual-is_outlier and pasted them into a new branch.
The reason main.rs was changed to lib.rs was to make it easier to use NeighborhoodAware in a separate crate which is utilizing it.
