update ci to use mise

I could also use mise only to install dependencies and run everything from the makefile, as you wish

Could this work with the test matrix has before? I'm not super familiar with github actions, but testing multiple versions has caught bugs before.

I helped fix the syntax for launching and merged in the other pr. Thank you! I use mise for everything so it's great to have CI consolidated, too
