🎨 Palette: Added accessible properties to EventAnnotations action menu toggle

💡 What: Added aria-label, aria-expanded, and aria-haspopup to the actions menu toggle button in src/components/events/EventAnnotations.tsx. Additionally, applied aria-hidden="true" to the purely decorative <MoreHorizontal> icon.
🎯 Why: To ensure screen reader users understand the purpose and state of the actions menu, improving the accessibility of the event annotations component.
Accessibility: Provided a descriptive name and state management to a previously icon-only button and hid the decorative element from the accessibility tree to reduce noise.
