Fix deferred tool discovery and Harbor deadline handling

Summary

• restore dynamically discovered tool schemas from provider-ready role: user history
• prevent ToolSearch from advertising disabled tools
• make Harbor-driven clawcodex runs aware of the stock task deadline without modifying benchmark timeouts or resources
• ensure subscription credentials have enough runway for legitimate long-running tasks

Validation

• pytest -q tests/test_harbor_time_budget.py tests/test_tool_search.py (45 passed)
• focused integration suite (164 passed)
• Terminal-Bench reruns confirmed the invalid tool-reference failures were eliminated; deadline-aware runs preserve Harbor's official timeout policy
