Keep doc requirements compatible with botocore pin
The docs requirements now pin urllib3==2.6.3, but the same file still pins botocore==1.31.78 (earlier in this file). Botocore 1.31.x declares urllib3<1.27, so pip install -r requirements/doc.txt (or tox -e docs) will fail dependency resolution with a version conflict unless botocore is upgraded in lockstep. This makes the docs environment unsatisfiable for current constraints; either keep urllib3 in the 1.26.x range or update botocore/boto3 together.
