P2 Badge Regenerate the dev lockfile after the Django major bump

requirements/dev.txt is a pip-compile output, so changing only django==... by hand leaves the rest of the locked dependency graph stale for the new major version; in practice this means Django 4.2’s transitive set is no longer fully pinned in this file, making installs non-reproducible and potentially breaking environments that rely on the lockfile as a complete artifact list (for example offline/cached builds).
