Add docs/release-management/manual-release-process.md — the concrete, as-executed record of cutting Magpie 0.1.0 on the current hybrid backend (release_dist_backend = svnpubsub + release_vote_backend = atr): the exact command sequence run, the real rc2 URLs/SHA-512, the SVN-mv promotion (not ATR finish), and the rc1/rc2 rough edges (ATR-alpha template gaps tooling-releases-client#38, the two download locations, the downloads.apache.org KEYS URL). A practical companion to the two abstract per-backend runbooks. Reference it from the release-management README and the top-level README.
