The CI failures appear related to the known protobuf installation issue discussed on the mailing list. This change only adds documentation to help contributors diagnose and resolve the problem. |

This PR adds a CI troubleshooting section documenting protobuf installation failures caused by outdated apt metadata and removed Ubuntu package versions.
Running apt-get update before installing resolves the issue.
This helps contributors diagnose CI failures and improves onboarding experience.
