If hoe is missing from the development platform then let the developer know that they need to install hoe.
rake/rdoctask is deprecated
rake/gempackagetask is deprecated
The missing README.rdoc was causing the warning, Unable to build task README.rdoc. Therefore we just add the missing README.rdoc for now.
Bring the rakefile up to date to use rake >=0.9.2 rdoc >=3.9.4 hoe >=2.12.3 rspec >=2.6.0 website: syntax >=1.0.0 RedCloth >=4.2.8 Also set the gem version correctly, within the Hoe.spec block
