Keep 甦 as the default Traditional-to-Simplified candidate so names and other proper nouns can preserve the character instead of being forced to 苏. Add TSPhrases exceptions for common lexical uses: 復甦, 甦醒, and 甦生 continue to simplify to 复苏, 苏醒, and 苏生. This also lets compounds such as 心肺復甦術 convert correctly through phrase segmentation plus character conversion. Cover the behavior in consolidated testcases for standalone 甦, 楊甦棣, 復甦, 甦醒, 甦生, 心肺復甦術, and existing Simplified-to-Traditional mappings.
