Updates contributor documentation to describe spam-protection guardrails intended to moderate comments/issues and lock stale discussions.
Changes:
- Adds a new “Community Guidelines & Spam Protection” section to
CONTRIBUTING.md. - Documents categories of content that may be flagged, and outcomes like auto-close/labeling and auto-locking.
