This makes it so save events properly propagate out of the webview and to the surrounding context. This is a good thing for VScode

This uses a CSS-only solution to force the max-height of a table body to most of the viewport, with the rows inside being scrollable. We use shadow hints at the top and bottom of the tbody to hint at scrollability.
