Added a Segmentation Model for Tubule Segmentation for the GSOC Task
Summary
This is a segmentation model based on Unet architecture trained on tubule dataset and it has been converted into the tfjs model and the shards and model.json is uploaded.
Motivation
Why have I made this Pull Request?
This is one of the recommended GSOC Task and I think this will the organization for another segmentation task
