This command is expected to be called from udev. This creates
symlinks `/dev/ubuntu/ubuntu-{seed,boot,data,save}`.
Then we can bind `snap-bootstrap initramfs-mounts` to
`dev-ubuntu-ubuntu-seed.device`.
