This pull request updates the Ubuntu base image and APT snapshot versions used in the Dockerfiles for several language environments. The main goal is to ensure that all images are built from the latest consistent package set, improving reproducibility and security.

Base image and snapshot updates:

• Updated UBUNTU_TAG to noble-20250910 and APT_UPDATE_SNAPSHOT to 20250915T030400Z in the following Dockerfiles:
