Complete rewrite.

• All /tag commands are now /tags commands: For example /tag create becomes /tags create
• Command /tag is now used instead of /tag tag
• Command /tags has been replaced with /tags list
• Wherever it makes sense, there's now autocomplete
• Text command tags has been removed. The text command tag is still there, but will probably be removed soon.
