[codex] Improve traffic shaping controls

Summary

• Update Go dependencies to the latest available module versions.
• Improve the traffic shaping editor so numeric fields start empty, e toggles enabled, and y applies changes.
• Add controller limit toggling with m, per-node IO shaping stats with n, and pressure stats from eos io shaping pressure ls with p.
• Add aggregate total rows for apps, users, groups, and nodes, while keeping node and pressure views read-only for policy editing.

• go list -m -u all | rg '\\[' || true returned no available module updates
• make deploy-both
• installed the built binary to /usr/bin/eos-tui on lobis-eos-dev and eospilot
