I manually rebased this to get ENT-12714 changes needed for better handling pr status reports back from jenkins.

git rebase -i upstream/master
git push --force

I cancelled the previous jenkins run as mingw64 build already failed with iconv issue that probably is resolved with my latest commit here.

CI issues:

  • ubuntu-24 and debian-12 cloud instances need more disk space, easy fix
  • hpux openssl patch fails similar to redhat-6 on 3.24.x, will investigate
  • aix needs more disk space, will cleanup

Only failed due to later deployment (shouldn't have run with only one package generated, my bad on the checkboxes) and win-acceptance flakey.

Adjusted mingw libxml2 build to exclude libiconv

In libxml2 2.13.6 and previous the configure script would allow no iconv to be found.
With 2.14.1 the configure script was changed to default to looking for iconv if no explicit --without-iconv was specified.

We have been building libxml2 on mingw platform without iconv "always" as far as I can tell so this is not a functional change, only a build-time change.

aix build timed out but I am confident in the change to make findlocalusers* tests soft fail. So merging now.
