added init.py to the folder so it can be included as a git submodule in other projects and get imported without the need for the user to install it manually. (like in the supybot plugin I'm developing)
get_new_tickets() is docummented
chanded the documentation of get_tickets in attempt to make it more clear. hope you don't mind
