[codex] Align admin usage revenue billing

Summary

• Rename admin usage billing cards to revenue wording while keeping account pages in user-spend wording.
• Limit admin revenue totals to Shop-managed API keys and exclude Local/unmanaged usage from income.
• Lock the updated DeepSeek RMB cache-hit price at 250 nanos/token and add local JSONL charge audit logging for realtime and reconciliation apply flows.

Notes

• This PR also includes the preceding local commit fix: make usage reconciliation ids deterministic, which was already on local main before this branch was cut and is part of the current billing context.
• Local unrelated AGENTS.md admin-business notes were stashed and not included.
