This script is the source-of-truth builder for the Core Stack village admin resource. It reads raw admin boundary inputs directly, records source trace and omission decisions, and emits the standardized GeoPackage, GeoJSON, CSV, and QA reports needed by downstream facilities, Antyodaya, and livestock assets.
The workplan captures the data-quality rules, multipart-village handling, and lineage expectations behind cs_admin_standard. Keeping it beside the builder makes the asset reproducible and gives reviewers the rationale for non-trivial geometry standardisation decisions.
