Adds a low-risk quality-of-life flag for common workflows: \n\n- �rcgispro layers --active filters layers to the active map\n- �rcgispro tables --active filters tables to the active map\n- --active is mutually exclusive with --map (clear error message)\n\nAlso adds basic CLI tests for the new behavior.
