Fourth stable relase

Main features:

Change logs:

1. Dask cluster mode is changed from adaptive to scaling based on required workers to avoid a parallel prefect task race condition.
2. Add diagnistic plots of all measurement sets and calibration tables as standard output product.

Things to be added in future release:

1. Polarimetry is added, but not tested on data.
2. Image based polarization calibration, in case polarized calibrator is not observed, will be added.
3. Full polarimetric imaging will be tested.
4. HPC architechture will be developed.

Third stable release

1. Prefect based pipeline workflow management.

1. Fully tested.
2. Spectroscopic calibration and imaging.
3. Single-node workstation mode.

2. CLI are imporoved.
